One thing I don’t see discussed a lot:
The Doctor’s memories are trapped inside a chameleon circuit, which means that it’s not just her memory that’s gone, but also her species and personality.
Last time we saw this was with John Smith becoming the Doctor. This was someone who was scared of the doctor, seeing them as inhuman and possibly evil. This time, the Doctor is the John Smith in this situation. What their true self thinks of good/evil may be on a whole other wavelength than The Doctor’s.
Opening the fob watch doesn’t just mean getting her memories back. It means killing the Doctor.

She needs a proper appearance! How about this: the next time they are making a Doctor-lite episode, an anniversary special, or a spin-off, make it about Fugitive!
Fugitive does have a spin-off
But then they have to do something else than what Big Finish did. They need to move her story along. She is too much of a blank sheet, and that makes her uninteresting.

The problem is that as long as we don’t get more TV from her (or if TV abandons her completely), we are not going to get more context for who she is, and I think that is needed to make her audios interesting, especially in the long run.
The BF stuff so far is great but as for her returning on tv, I’m fine with it just being cameos rather than some expansive backstory plot. I don’t think she was created to be that on tv. The only alternative would be if she comes back as 16th Doctor. Tennant came back so why not?
That or if we get lots of audios and then suddenly we also get a TV spinoff, continuity will explode into a million pieces
Never say never, we could get some more info on her in future BF stories. The next set looks like there’s more Division stuff happening!
I still think that they are forced to not advance her story enough to become interesting in the long run, and if they do, we are going to end up in the scenario that @sircarolyn wrote. Part of me feels like it was too early to give her an audio spin-off when her TV story might not be finished.

Yes, she does and a bloody good one. But I meant a televised spin-off. You know, instead of giving us War Between Bla Bla, we could’ve had a Fugitive one. Don’t you want that?

Maybe, but then I feel like the cameo (and her story overall) was for nothing. She was starting to get interesting during the CC era, but I still feel like the show dropped too little backstory around her. She just became a mystery that was never solved.
Well, I’d rather have Fugitive back than more Tennant!
