Depends if another colourisation was already ready and they’ve just shifted the broadcast date to tie in with Russell’s passing. It’s tenuous, I’ll admit but not impossible. RTD did say he already knew the next cut-down serial when The Daleks was released and that was a while ago now.

I have a feeling that this ToTT has ties to the season finale and that’s why it’s a 3rd Doctor story. Remember how the episode summary mentions a secret hidden since the 3rd Doctor’s era? This is probably why it’s broadcast on the same day as well! It’s a bit like the Legends episodes on Disney+ before the release of a new MCU film or series - a way to help viewers catch up with relevant history in an easily digestible way.
