I’ve seen the “weapon” being theorised as anti-plastic based on the pics of the 15/Ruby story set during S1 we see glimpses of in Lucky Day!
Then again, in one of the Disney trailers 15 does say, paraphrasing here, “I’ve been here before and I met something”

Why? You can introduce new viewers and use old villains. Look at Dalek from 2005.
I would say that RTD is really good at mixing old and new villains. He usually has one old one per season, and I think that is a good balance.
And he usually has one big returning one in the finale:
Series 1 - Daleks
Series 2 - Cybermen and Daleks
Series 3 - the Master
Series 4 - Davros and Daleks
Specials - The Master and Rassilon
Season 1 - Sutekh
Season 4 had Sontarans as well. But yes, I would say that is a good balance, and he definitely does not “rely on an established rogues’ gallery”.

And he will. We already know that. The cartoon one is new, for example. He did not say that he would only have new ones.
What do you call the Bogeyman, Maestro, the Ambulances, Roger ap Gwilliam, the Finetime slugs, the Chuldur and Mr Ring-a-Ding then? Plus the other new monsters from S2? That’s more new than old, even if there are returning faces.
I think RTD brought back the Daleks wayyy too much in his first era (they sort of lose their appeal as the biggest bad ever if they keep on showing up and being defeated every season), but generally, there’s a good balance imo.
But that is not an RTD problem; that is something that has run through the whole history of the show. They were present in all Moffat seasons as well. CC (and RTD2) is the only modern showrunner that did not use them like that.
I haven’t watched all of the Moffat era, which is why I forgot about that. Although, I don’t remember them being in series 6.
