I keep trying to read fan fiction but the one’s I choose either seem to be badly written in terms of grammar, sentence structure and general writing ability or utterly obsessed with shipping characters.
I want to enjoy it but I have to read badly written English every day from my 8 year olds. I don’t need to read it in my leisure time as well…

It’s also a project AO3 pretty much has covered, despite the fact that no site is going to be all-encompassing–I mean, it’s not really a place to rate/review stuff, but AO3 is way better suited to listing every single fanfiction than TARDIS Guide.
The thing about fanfiction is that there’s literally 0 barrier to entry, which means all the stuff that would usually get filtered out and/or edited (or just forgotten) in original fiction winds up posted on AO3 alongside everything else. So it’s hard to sort through all that and find the good stuff. If you wanted to try again you could sort tags for characters you like by most kudos or something on AO3 (and filter for just the gen tag, meaning no ships). It can be hard to find good stuff but the good stuff can be really, really good. I also mostly read stuff that’s recommended by people with similar tastes to me at this point, and I’ve gotten good at judging by tags/summary when I really don’t think I’ll be interested. (Sometimes the summary will give enough clues as to the writer’s grammar and syntax that I know just from that whether the rest of the fic will be coherent in that regard.)

If you’re talking about the Gen tag in ratings, that’s like PG. There will still be shipping. If you’re talking about the Gen tag in Additional Tags, I know plenty of fics that don’t use it. With a fandom as big as Doctor Who that probably isn’t a major issue (it’ll take ages before you run out), but still something to be aware of. There is a script you can use to filter out anything tagged with ships, but that filters out gen ships (using the & symbol) as well as slash (using the / symbol, not just gay ships lol). There really isn’t a perfect solution for this other that just reading through the tags and not reading things you aren’t interested in, and knowing to ignore the sunk cost fallacy if you already started.

I was talking about the tag that is actually called Gen rather than General in the AO3 tagging system, ie. Gen meaning no ships. The tag that means PG is called General Audiences. There are always going to be fics that are mistagged or slip through the cracks but it’s at least a starting point.
(On the other hand I do think it can be surprisingly hard to find good Doctor Who fics. It’s a big fandom, but it’s not as big as some that are out there, and the fandom encompasses such a wide range of characters and dynamics that it being large does not guarantee a lot of fics that you will personally like. And I say this as someone who’s into some pretty popular ships.)
I’m not overly familiar with the Doctor Who fandom at large, but I can certainly say that almost every Torchwood fic I’ve read has been spectacular, and the ones I didn’t were mostly written by a handful of writers with a style I didn’t enjoy and now filter out when looking for something new to read. Then again, being a more mature show with an older fanbase probably contributes to the high quality of works. I suspect classic Who fics will be better than new Who fics on average, but again, I’m not familiar enough to really do anything other than project my experiences in other fandoms.
What little I’ve seen of Classic Who fics does make me think it might be easier to find good ones–most of the Classic fans I’ve known are my age (20’s) but because it takes a little more effort to get into (ie. the episodes are harder to find) I think there’s a higher concentration of fans who have really thought about the characters and dynamics. What I often find in the tags I look through is people who are really hardcore projecting their desires onto characters, which is fine if your desires are actually in character for whoever you’re writing about, but like 99% of the time they honestly aren’t. (This is probably also less common if you’re not into ships.)
