I think the problem with the ‘bunch of returning characters/dartboard’ approach of Once and Future is that there isn’t any ‘logical’ reason for those characters to be brought together - anniversary or not.
The Five Doctors is a ‘bunch of returning characters’ but there is logic in how they come together and interact. Other anniversary specials have that internal logic as well. Once and Future doesn’t have any internal logic.
I know (or at least hope) they didn’t put all the various characters in a hat and draw out four or five at random but that’s what every episode feels like and I’d argue the most successful instalments are the ones where the randomness is either better disguised (Artist at the End of Time) or actually has some logic involved (Genius for War) as oppose to the ones where there’s hardly any good reason for the characters to be thrown together (Two’s Company is the worst example of this with Jackie, Lady Christina, Harry Sullivan and the Two but Time Lord Immemorial comes close and I’m worried Coda looks just as bad with the random selection involved).
