I was thinking of other stories with beaches and none seemed to fit the bill. Blindsided by this one. You did well to pin down the story (if not the episode in two.

I recognised the tunnel, as I know for a fact it turns up in the Zygon 2-parter and Flatline, and owing to the lack of beaches in Flatline, it had to be Zygons
