I think mine is that one disgusting guy from Torchwood’s Miracle Day. I was genuinely clapping in front of my computer when Gwen attacked him , too bad Rhys had to stop her. Also his death scene was terrifying, the way he was talking about his victim who was just a little kid…I’m not sure why they added him to the story

True!
One think I like a lot about The Beast Below is that everyone is treated as morally grey, especially the Doctor. The element of people forgetting makes everything even more interesting as well.
Moffat really loved the theme of memory, didn’t he! I’m glad he does – he did a lot of really interesting stuff with it.

Quite a recent one, but Lindy Pepper-Bean from Dot And Bubble. The fact that she not only refused the Doctor’s help because of his skin colour, but let Ricky September sacrifice himself for her, makes me want to reach into the screen and kick her arse for being a total prick.
(Unfortunately, I’m quite weak and pathetic when it comes to brute strength, so I wouldn’t really be able to do much. 
)

I second @TARDIS32 on the Marshal from The Mutants. Few villains have turned my stomach and made me as angry as this character. Partly because I saw this episode recently and he reminds me of current politicians/men of power.

First that comes to mind is Excelsior from The Last (probably because I did Just listen to it), but she is sooo hateable - not caring about anyone unless they make Her feel good about herself (& even then, superficially), despite her actions leading to every living thing on her planet dying, also the scene where she killed Charley was like. disgusting!

Henry van Statten. I always want to just reach out of the screen and shake him. Also Val and Biff from Midnight. I don’t know if they technically count as villains, and I know the stakes are so low, but I hated Val and Biff by the end of the episode.
I guess what I’ve learned from this prompt is that my least favorite characters are humans who are assholes.

I considered van Statten, think I had some debate on whether or not I really considered him the villain of the story or just a selfish idiot secondary antagonist.
