That’s awful; but I feel the point of that episode is that everyone on Starship UK was complicit, including Amy. Hawthorn is no more worse than anyone else; and at least he remembers while everybody else chooses to forget, due to the way their society is structured.

Ah, but to him, he was choosing between torturing one creature and killing millions of people. That turned out to be a false dichotomy, but he didn’t know that. I don’t think any of us in that situation could choose the latter.
And he didn’t set up the whole thing—he was obeying Liz 10’s orders. Plus Starship UK is at least two hundred years old by the events of The Beast Below. He’s only the latest in a long line of people Omelas-ing a star whale. Hawthorne wasn’t the problem—the structure of the society itself was.

For an actual serious answer, the brother from Demons of Punjab is the first to come to mind. While I think there are other villains who have a bigger negative impact on people’s lives, this dude did it all on his own. There was no spacey intervention, no alien helping him; he just destroyed a happy family, and murdered his own brother out of pure bigotry, and that’s messed up.

Honestly it’s odd that Liz X isn’t really thought of as more of a villain. While it wasn’t exactly her plan, she’s the one who gave them orders to keep doing it and wipe her memory and essentially “clear her of responsibility.”
