Let’s get into the penultimate battle - next week will be a single vote poll between the final three T. Baker stories[2]
Pretty easy one for me time hands down
This is a relatively easy one for me, but it would do Time of The Doctor a disservice to brush it away so quickly. I think Time is a great ending for 11’s Doctor, one who had spent so much time essentially bouncing off the walls being forced into spending centuries defending one relatively unimportant planet. It’s great stuff, though it comes with a smattering of the “haha imagine the young actors naked” humour that always puts me off.
State of Decay is, however, my favourite Tom Baker story, and probably a contender for being somewhere in my top five favourite Doctor Who stories. There’s a real gothic magic to it that is rarely replicated, and I couldn’t vote against it with my conscience intact.
Gotta be Time. Underrated regeneration story.

State of Decay for me, I’ve always found it a little underrated
It’s difficult to compare a ‘regular’ story with a regeneration story as they’re both setting out to achieve different things, even more than Doctor Who usually does with its blended assortment of genres.
‘State of Decay’ is a brilliant demonstration of atmosphere with some simply incredible lore involving the Time Lords and Vampires. It’s something of a consolation that these ideas have been played with elsewhere in prose and audio, but it’s nevertheless a travesty that vampires – of the Gothic, proper, genuine article kind seen here – haven’t reappeared on the show since, besides the pseudo-scientific workarounds with Haemovores and the like. I think the Fourth Doctor is brilliant here, with Baker’s fatigue fitting this story even better than it already complemented the more melancholic stretches and ideas in Season 18. There’s not really much else to say—it’s just really good!
‘The Time of the Doctor’ on the other hand has a sense of scale lacking in its opponent, though that doesn’t automatically guarantee its victory. As a special, it certainly has a deluge of characters, content, and iconography, but as a story it leaves a bit to be desired. Part of that is certainly the result of production changes necessitating the condensation of what would’ve comprised Series 8 into Series 7B and a special, but it works admirably with what it has. Others have pointed out the thematic poignancy of the Eleventh Doctor growing old, of the boisterous and active child being forced to stay still and grow old, all the while atoning for his actions in the Time War by defending rather than directly attacking in this new conflict, and that is a very nice detail. But, aside from perhaps the best regeneration speech in all of Doctor Who and those nice elements it has in its favour, there’s a bit too much lacking for me to put it above its opponent.
To that end, ‘State of Decay’ has my vote!
State of Decay is a really good story with great villains, definitely my favourite of S18.
The Time of the Doctor is good and has my favourite regeneration speech, but it’s quite messy and dense since it had to wrap up everything in one story.
I’m picking State of Decay.
Love Time of the Doctor. State of Decay is a highlight of S18 for sure, but Time is one of the rare times when Doctor Who made me cry. That regeneration moment gets me every time.
This is a close one for me, both at 4/5. State of Decay just takes it though.
It’s gotta be State of Decay. The Time of the Doctor has some nice moments, but you have to get through a lot of stupid “the Doctor is naked now” humor because he arbitrarily needs to be naked to see the Mother Superious. She just feels like a weird River Song stand-in in general for… reasons. Also, screw Linda, she’s actually the worst, and we don’t even know who she is or why she’s at Christmas dinner. Is she Clara’s Dad’s girlfriend or something? They don’t really make it clear, but hopefully she’s ex-whatever she is after the way she treated his daughter. And then it’s just “let’s cram all these loose ends in here, that maybe we should have been developing over the course of last season.” It’s a shame because 11 being forced to stay in one place for centuries to defend a town has a poeticness to it, and his eventual regeneration is well done, but you have to go through so much that isn’t good to get there.
39 is right in the middle of the pack, averaging at about 165 in my rankings.
Time<Decay
One has vampires 
I really do like Time Of The Doctor, as strange as it is and as much as it should probably have been at least a two-parter with all the story it wants to wrap up and the sheer time scale, but I absolutely love State Of Decay, it’s dark and dangerous and it looks absolutely beautiful (plus a Top 5 Romana outfit), I love what it adds to Gallifreyan lore, love the soundtrack. That’s an S18 highlight for me. And it wins because it doesn’t have the weird naked Christmas bit lol.
Time Of The Doctor is my favorite modern regeneration though, the final speeches are both amazing, and then the lightning fast head snap change is just so freaking cool to me, I wish they’d play around with it more like that, it doesn’t always have to be dramatic Christ pose exploding lasers and detonating TARDISes lol.
