S21 would let them wrap up two Doctors at once. I think it’s a strong candidate.

My Doctors completed in reverse order theory is still possible. I still think we’re going to get S5 and S1 among the next few, but I’m leaning towards this hinted one being S21. So 21, 5, 13, 1, 6, 16, 11, 4, 3 is probably my current prediction.
