I believe it came from an interview somewhere where he expressed interest in playing the Master. There’s nothing official that has actually come of it.

It’s an omnibus of three short stories (the Destination: Skaro novelisation, Under Control from the 2024 Annual and Into Control from Ten Days of Christmas). It’s part of the Fifteen Doctors collection.
