I’ve had this on hold because I need to design (or commission) icons/images for them and am a bit stumped.
By the way apparently there’s no such thing as “Supreme Council”, I think we made that up, so I think I will be going with:
- Shobogan
- Gallifreyan
- Time Lord
- High Council
So far I’m thinking Shobogan could just be a normal person icon. Time Lord I can imagine using their iconic collar. And for High Council, well maybe a different colour collar or the Coronet of Rassilon.
Just not sure of the second phase, “Gallifreyan”. Too similar to the others? Should I do something else?

How about leaving out Gallifreyan and putting Gold Usher in above Time Lord?

Castellan is a good shout as they are kind of second in seniority to the High Council and in charge of the guard and stuff.

Shobogans featured in Invasion of Time, Time Lords could be the crowd from Deadly Assassin, Castallan could be Kelner from Invasion of Time, High Council could be from Arc of Infinity, Five Doctors or End of Time.
I’m putting this Castellan into the mix

He’s not a Castellan - he’s the Captain of the Guard (unless it happens in an audio I’ve forgotten or haven’t listened to).
Okay - could the Shobogan symbol be a bow and arrow/spear motif?
Then Time Lord gets the collar/skull cap:
Or Castellan gets the ornate skull cap
And then high council gets three collars in a sort of triangle or four arranged liked this

I’ve listened to Gallifrey more times than I’ve seen that story - and there he is indeed a Castellan. Though now I think about it he actually might have been demoted to Captain again at some point in the audios as well…

Yeah, checked the wiki and Maxil was promoted to Castellan in Lies, sided with Pandora in the civil war, and was demoted back to Commander in Appropriation.
