I think the best version of that story is the novelisation. Everything is more fleshed out, blame is placed on the corporations, and hope for change is placed in the hands of the people.
But a Sun Makers ending would honestly have suited the narrative even more.

I just posted a new elimination game! It was a bit of an experiment in the scope and scale of the project, but hopefully people have fun with it.
Unfortunately, there are a lot more Big Finish anniversary specials than I realized so it had to be divided into eras. “Main villains” is pretty subjective so I mostly deferred to the wiki and my own experience with the stories. Happy voting!
Fingers crossed for the EU villains to get their due! There are some really good ones on there.
I agree! The Word Lord deserves some recognition and is my #2 choice. I personally feel I just have to vote for Geoffrey Beevers’ performance as the Master since that audio is so damn good, but if he winds up getting knocked out I am a big Word Lord fan.
Other EU highlights here include the Unbound Master, The Forge, Death, and The Curator IMO. They aren’t EU but I also have a lot of love for Captain Cook, Lady Peinforte, and Helen A.
Oh, so true– Seven has such great villains on TV and audio!
I just realized how many of these villains are for the Seventh Doctor 
It makes sense though since pretty much everything in Season 25 was created as a sort of anniversary celebration.
Also I can’t wait for when @NobodyNo-One sees this game
