The way that things are said about the matter are roughly that Maxine was writing the story for Series 13… COVID came along… All the discussions about whether the show could actually happen came up… And that was the only script far enough into development that it could then be reworked for Flux. It’s hard to say without actually speaking to either of them if this was a traditional co-write situation or if the credit is the result of Maxine having done a draft or two, followed by Chris powering through drafts of rewrites thereafter on his own.
Given that all the other planned Series 13 writers weren’t then involved in Flux, I would suspect myself that Chris did all the reworking and redrafting himself on a tight turnaround - because I mean, why else is he shouldering all that writing weight upon himself?

Power is just fun. And that’s what Doctor Who should be, at the end of the day. I don’t care how messy the story is if I’m having a good time watching it.
How about an Elimination Game about which Doctor deserves more onscreen Time? A very simple Game since at the end most would probably vote for two big choices, so it wouldn’t be as much as a bloodbath (maybe…)

As for Power, yes it’s very much messy, but it has also McGann, which makes it automatically good. As we all know, every Era of the Show should be judge in terms of how much McGann it has
