I went browsing around the DW tag and some actors definitely make longer videos than others, but I’m sure the whole MO for Cameo is “low effort, easy money” for the talent. But you’re right about how much it costs. It’s a lot just for a (couple of) minute(s) of a one-sided conversation.

Cameo can be pretty hit or miss depending on the actor involved. Really it’s just for people that want their favourite actor to say a quick line or wish someone a happy birthday. They can make pretty great gifts but yeah it’s pretty low effort, though sometimes people will go above and beyond if they particularly care about the request.
I find it’s better with people who are more “in-tune” with their fanbase, and are decently social media aware.

If it was 90% cheaper than what it was, I’d put in some foolish/unserious requests just to make myself laugh, but for how much it costs IRL I’d want an actual conversation, not just someone speaking at me through a pre-recorded video. But I’m obviously not the target audience, so I’m not yucking anyone’s yum.
