This little chap is made from 100% official LEGO parts, it was part of a now-ended LEGO Dimensions game. It doesn’t come with the base to use in the game, it’s just for decoration. You can still buy these online for about £10. Plus you get a coveted TARDIS Guide Pin Badge!

It works fine, you just need the disc, the tags (the character tags can be used on any console), and the portal for the respective system.
Or if you’re cool (me), you can emulate the game using a legally dumped copy of the WiiU version, along with some of the portal’s code and play with both released and unreleased characters as you desire.
My collection of the figures is rather large…there’s only a few of the later ones I never got (Excalibur Batman, one of the Adventure Time figures and one one of the Teen Titans, Stargirl I think). But what I do have allows me to 100% the game which, one day, I hope to do…
