According to what Russell T Davies told Collider, he had not yet planned to make Mrs Flood a Season One villain until after ‘The Church on Ruby Road’. She was originally a one-off.

I definitely love how you can take your time and read these posts at your own pace.
Last year I tried to read people’s comments on the forum but it was hours later after they chatted so I had to scroll loads and it just kept scrolling when I was trying to read and arggghh I hate it lol
