I’d still probably class them as their own thing.
And they do have a lot of story ideas in them. I’d argue the RPG books belong in the story category more then, say, Misson: Find Lilith…

I would argue they’re as much stories as the video games
There’s some things in the books that are a like, a single paragraph with some ideas for a story, but the ones I put on the sheet at least are all fleshed out with a full unique plot and characters
I’ve been getting a Torchwood PbP D&D game going and reading through the plot hooks has given some great inspiration
Yeah, there’s some great stuff in them. My main regret when reading through some of these is that there isn’t a full audio or episode based on it.
There’s a “Darkness at the Edge of Time” scenario in the sixth Doctor sourcebook that looks pretty interesting, for example.
I’ll be completely honest in saying that I mostly just skimmed them for the doctors I’ve not seen before (skimming for Torchwood references ofc)
