The world where Big Ron won is the canon one
Forget Dr Who using his regeneration energy to save Poppy ā he shouldāve sacrificed his regeneration energy in order to bring justice to Big Ron.
My take on Dimensions in Time is that it is canon, like every other official piece of Doctor Who media ever produced or licensed by the BBC (fan works are a whole different discussion). However, how exactly it fits into that canon is down to individual interpretation - it might have happened exactly as presented, or it could be an alternate universe or timeline, or it could be a pre-regeneration hallucination Seven experiences after being shot in the movie, or whatever you want really. I personally like the idea that the Rani has somehow invaded the fictional universe of EastEnders as part of her plan to entrap the Doctor, for some completely unknowable reason, and thatās why heās flitting between incarnations and companions and everything is very weird. Given the story is really just a standalone thing, I think thereās plenty of scope for people to go wild with it.
The bigger question, of course, is ā is the Third Doctor showing up at Noelās House Party canon?
Iām (slowly) reading the VNA āFirst Frontierā at the moment where the Doctor reference what happens in Dimensions in Time with the crossover with a soap opera, as a dream he had

My standpoint on Dimensions in Time is that itās Definitely canon and not a dream. Thereās a short trip that purports to be after DiT and before Search Out Space (where The Doctor, Ace & K9 do a game show), so I think all three are canon. I donāt think it was very good but whether I like it has no bearing on whether I consider something canon [1]
Mostly this is because with Ace getting K9 Mark IV in Farewell, Sarah Jane itās really funny to imagine her collecting k9s
for instance I love Gallifrey but a lot of it doesnāt fit with my idea of canon so I ignore those bits. like Time Lords having parents ā©ļø
Iāll just say that Dimensions is timey-wimey canony-wanony and leave it at thatā¦
