My take on Dimensions in Time is that it is canon, like every other official piece of Doctor Who media ever produced or licensed by the BBC (fan works are a whole different discussion). However, how exactly it fits into that canon is down to individual interpretation - it might have happened exactly as presented, or it could be an alternate universe or timeline, or it could be a pre-regeneration hallucination Seven experiences after being shot in the movie, or whatever you want really. I personally like the idea that the Rani has somehow invaded the fictional universe of EastEnders as part of her plan to entrap the Doctor, for some completely unknowable reason, and that’s why he’s flitting between incarnations and companions and everything is very weird. Given the story is really just a standalone thing, I think there’s plenty of scope for people to go wild with it.

I’m (slowly) reading the VNA ā€œFirst Frontierā€ at the moment where the Doctor reference what happens in Dimensions in Time with the crossover with a soap opera, as a dream he had

My standpoint on Dimensions in Time is that it’s Definitely canon and not a dream. There’s a short trip that purports to be after DiT and before Search Out Space (where The Doctor, Ace & K9 do a game show), so I think all three are canon. I don’t think it was very good but whether I like it has no bearing on whether I consider something canon [1]

Mostly this is because with Ace getting K9 Mark IV in Farewell, Sarah Jane it’s really funny to imagine her collecting k9s

It’s canon.
It always was canon.
It always will be canon.
But it’s not canon.
There is no such thing like canon.
It was the Time War, the War in Heaven, the Alan Moore Comic War, which is basically the Time War!
